Free webinar explores grid reliability impacts on tribal renewable projects

Join the Department of Energy (DOE) Office of Indian Energy Policy and Programs, DOE Tribal Energy Program and Western’s Renewables Program July 25 for the free webinar, Grid Reliability – Impacts to Tribal Renewable Projects.  

Compliance with the North American Electric Reliability Corporation’s Redirecting to a non-government site (NERC) reliability standards became mandatory in 2008, raising the importance of compliance programs throughout the electric industry and exposing noncompliant entities to monetary sanctions. This webinar provides an overview of the purpose and organization of a compliance program, what parts of the bulk electric system the program covers, the range of reliability standards affecting power operations and maintenance, responsible registered entities and how reliability requirements can impact tribal renewable projects.

This is the seventh webinar in the Tribal Energy Self-sufficiency series covering such topics and tribal renewable development opportunities, transmission policy, the future of the transmission grid, details about NERC compliance and how to  request transmission service.  The final webinar, DOE Office of Indian Energy’s START Program Status Updates, is scheduled for Sept. 26, 2012. Presentations from past webinars are available in Western’s Renewables Program webcast library.

FREE Pilot Home Energy Professional Certification Exams Available to WAP Personnel

Free exams offered through Weatherization Training Centers that qualify for subsidy 

The Building Performance Institute Redirecting to a non-government site (BPI) is inviting current and former Weatherization Assistance Program (WAP) personnel and contractors to take BPI’s new pilot Home Energy Professional certification exams for FREE when they take the exams at qualified Weatherization Training Centers Redirecting to a non-government site (WTCs).

These advanced certifications are designed for experienced home performance professionals, and focus on the most important jobs in the home energy upgrade industry: energy auditor, retrofit installer, crew leader and quality control inspector. The new certifications are offered by BPI and funded by the U.S. Department of Energy (DOE) and the National Renewable Energy Laboratory (NREL).  

The results of the pilot test cycle will be used to set passing scores for the national exams. Candidates who take these exams and meet passing requirements will be among the first group of professionals to earn these advanced certifications. BPI expects to roll the exams out nationally in the fall of 2012.

The standard price for the pilot exams is $250 for the written exams and $500 for the field exams. Current or former WAP personnel and contractors are eligible to take the exams for free at WTCs that qualify for the DOE subsidy. To qualify for the free exams, applicants must meet the following criteria:

  • An applicant must have been employed by a WAP agency or contractor for at least six months from the period beginning March 31, 2009 to March 31, 2012
  • The applicant must provide BPI with proof of that employment by way of a letter from the employer, or pay stubs covering a six-month period
  • The employer must provide BPI with proof of their association with the WAP either as a sub-grantee or as a contractor to a WAP sub grantee

To apply to take the exams, candidates should fill out an application Redirecting to a non-government site by July 31, 2012.  After BPI approves the application, candidates should schedule their exam by contacting a qualified WTC or BPI Test Center participating in this pilot.

Note: If you cannot find a qualified WTC near you, some WTCs have agreed to travel to candidates’ location if there is a group of candidates to be tested at once.

Riverside honored as ‘Top Intelligent Community’ for 2012

Western congratulates municipal customer Riverside, Calif.Redirecting to a non-government site for being named “Intelligent Community of the Year” for 2012 by the Intelligent Community Forum Redirecting to a non-government site (ICF).

One of the programs called out by ICF was the 2004 launch of a high tech taskforce to identify ways to channel California’s high-tech growth into the community. The high tech taskforce produced a comprehensive report on ways for the city to augment technology and spur innovation in the area. Additionally, Riverside’s Technology CEO Forum and SmartRiverside Redirecting to a non-government site were recognized. Other highlighted accomplishments included the establishment of the University Research Park, the free WIFI network which offers up to 1 Mbps service through 1,600 access points, e-government applications such as traffic management, graffiti tracking and removal, and Riverside’s the Digital Inclusion program.

ICF, based in New York, N.Y., is dedicated to the growth of broadband technology in communities worldwide. Each year, seven communities are recognized for achieving key markers of success in the 21st century, including: high technology, workforce development, digital inclusion, arts, innovation, collaboration and social capital.

The other six communities named to this year’s Top Seven Intelligent Communities are:

  • Austin, Texas (another public power city)
  • Oulu, Finland
  • Quebec City, Quebec, Canada
  • Saint John, New Brunswick, Canada
  • Stratford, Ontario, Canada
  • Taichung City, Taiwan

IR workshop comes to Rocky Mountain Region

It seems like some regions get to have all the fun, playing with state-of-the-art infrared (IR) cameras and learning about all the ways the diagnostic tool can save energy and money for utilities and their consumers alike. Well, Western’s Energy Services doesn’t play favorites—we are teaming up with Tri-State Generation and Transmission Association and Clean Energy Ambassadors to give Rocky Mountain Region (RM) its very own IR camera workshop on Aug. 8.

United Power in Brighton, Colo., is hosting the workshop in its Civic Room from 8 a.m. to 5:30 p.m., and it promises the same information- and action-packed day our Upper Great Plains customers enjoyed at the April workshop. “We appreciate United Power offering the use of their facilities for the workshop,” Said RM Energy Services Representative Bob Langenberger. “It’s a good central location for many Western customers and Tri-State members.”

“Tri-State has always made an effort to provide its member systems with the tools and programs they need to help promote energy efficiency,” explained Tri-State Marketing Coordinator Ron Ebenkamp. “Recently, several of the Tri-State member systems expressed interest in an IR camera workshop, so we decided to team up with Western to offer training.”
 
A busy day
As with previous IR workshops, we have invited speakers who have a wealth of experience in thermography and camera uses. FLIR and Fluke are providing the equipment for the hands-on training portion of the workshop, along with case studies of how utilities used the cameras to detect line and substation loss. And as always, Gary Hoffmann, Western’s Equipment Loan Program manager, will be on hand to remind participants that the program gives them the opportunity to test drive different camera models.

One of the reasons the IR workshop is so popular is that we tailor the agenda to focus on issues unique to the region. The Rocky Mountain perspective on IR camera use is being provided courtesy of Poudre Valley Rural Electric Association.  Energy Use Specialist Gary Myers will present the customer service side of thermography use during energy audits, while Operations Manager Glen Livengood will cover the Poudre Valley’s plans to use IR cameras to maintain its distribution system.

Member Services Manager Myles Jensen said, “Poudre Valley has benefitted from IR camera inspections for many residential and commercial audits, and for some distribution equipment inspections. I think our case study will give workshop attendees a new appreciation and understanding of what an inspection program can do for their utilities.”

The big attraction, however, is the hands-on training geared to participants’ individual experience. Attendees will conduct inspections on selected facilities, learn tips for more effective audits from the pros and print out reports at the end of the day. The workshop wraps up with a question and answer period to help attendees address any issues that came up during field training.

In short, the day-long workshop is a crash course on one of the most versatile diagnostic tools available to energy professionals, and all this knowledge can be yours for $100. The registration fee covers class materials, and continental breakfast, lunch and an afternoon snack. Meals and breaks will also give you time to network with your colleagues, talk about your own IR inspection program or ask someone else about theirs.

The last workshops drew big crowds and space is limited, so early registration is recommended.
